Using the SPI* on the DSLogic for programing

Is there a way to interface with the SPI* port from the PC so that I can program and test a device from the computer?

What does the ISP port mean?
And what device do you want to program and test?

No, to use it as a SPI master for SPI devices, such as ADCs, DACs, EPROMs, sensors, and so on and so forth. So you can test/program with those devices from a PC.
